Training
Training Workshops
Each September there are six free workshops across the state. They are sponsored by the North Carolina Association of County Commissioners and North Carolina League of Municipalities.
These training workshops are available to staff of the following:
- Counties
- Municipalities
- Joint Regional Agency
- Metropolitan Sewerage District
- Public Health Authority
- Sanitary District
- Water and Sewer Authority
- Housing Authority
- Regional Solid Waste Management Authorities
- Vendors/third-party administrator of any of the above (must attend with
local government staff and be pre-registered by the local government)
Note: you do not have to be a member of the NC Association of County Commissioners or League of Municipalities to attend but you must be a member to submit debts.

- Registration is required. Click here to register .
- Up to five attendees can be submitted per registration form
- Please register at least one week prior to the workshop
- Once registered, to make changes or cancel, send an email to
ncsetoff@ncsetoff.org, no need to
complete a new registration form
2017 Sessions
- 10:30 - 11:30 a.m.- OPTIONAL, but recommended for the following:
- not currently participating in debt setoff and have not completed
the required contractual forms
- attendees who have attended but want a refresher course
- first time attendees to a debt setoff workshop
- currently participating in debt setoff but is a new responsibility
- 1:00 - 3:30 p.m. - MANDATORY
- all attendees are strongly encouraged to attend this session, it is
entirely different than the 10:30 session

ADDITIONAL TRAINING
We understand there may be some local governments that require personal training and support.
Just some of the reasons:
- Can't wait for a training workshop in September, need immediate help
- Unable to attend one of the training workshops in September
- Training workshop did not cover in detail one or more topics that are of
immediate importance
- Assumed debt setoff responsibilities without any or adequate training
and/or training materials
Just call us at (866) 265-1668 and set up an appointment where we can
discuss how we can help. We may even be able to provide assistance at that time.
Some examples of our support, all of which is at NO cost:
- Conference call
- with the Clearinghouse staff, you and any additional staff, including I.T.
and/or vendor/third-party administrator
- we can also conference in one additional phone number for even
additional participants
- Via Remote Computer support, we can connect to your computer to train on our software regarding:
- enter debtors, debts, run reports, generate notification letters
- import files, such as Excel files from other departments or even vendors/third-party administrators
- import setoff file once funds have been recovered
- to understand the reports and files we provide, such as the surplus.xlsx (possible refunds)
- to transmit a secure file to us
